Over the past three decades, he has held senior leadership roles across government agencies, international banking institutions, and financial consultancy firms, driving regulatory reform, business expansion, and cross-border
investment initiatives.
As a recognized expert in financial governance and investment migration, Nestor has advised governments, corporate entities, and
financial institutions on taxation, economic substance, AML/CFT compliance, and strategic business development. His senior tenure within the investment migration sector solidified his reputation as a leader in global residency and citizenship planning, while his strategic role as Commissioner to the CARICOM Competition Commission has strengthened regional economic frameworks.
Beyond executive leadership, Nestor has played a pivotal role in financial sector supervision, serving as Director of Financial Sector Regulation in Saint Lucia, where he regulated and supervised international banks, insurance firms, and corporate entities. His expertise in financial risk management, governance, and private banking has led him to prestigious roles, including Credit Risk Manager at CIBC Trust & Merchant Bank (Cayman) Limited; CIBC (Caribbean) Ltd-Barbados/ CIBC West Indies Holdings (Barbados) Limited and executive positions within State Trust Bank & Trust Ltd., PKF Corporate Services, and East Caribbean Financial Holdings Limited (ECFH).
A recognized lecturer and thought leader, Nestor has contributed to the Investment Migration Council, University of the West Indies, and Eastern Caribbean Institute of Banking, sharing his expertise in AML/CFT risk mitigation, financial services practices, banking principles and business management. His contributions to OECD regulatory negotiations, World Bank financial assessments, and IMF-led evaluations have shaped financial integrity standards in the Caribbean and beyond.
Nestor holds an MBA from Henley Business School / Brunel University, England, and a BSc (Hons.) in Management Studies from the University of the West Indies, Cave Hill Campus. He is an Accredited Director through the Chartered Governance Institute of Canada.
