Dr. Goffe is a Technical Consultant at Growth Perspectives Limited (GPL) and the Head of the Law Department at the University of the Commonwealth Caribbean. An Attorney-at-Law with over twenty (20) years of experience, Dr. Goffe is a former Deputy Director at the Jamaica Intellectual Property Office (JIPO), former Law Lecturer at the University of Technology Jamaica, former Lecturer at The UWI Mona Faculty of Law and former Lecturer at the Norman Manley Law School. He also served as a Consultant on development projects led by the World Intellectual Property Organization (WIPO) and the Jamaica Business Development Corporation (JBDC), as well as the Project Coordinator on an Inter-American Development Bank project.

Dr. Goffe’s work transcends legal, academic, government, and industry boundaries. Still, much of his prior work converged within the innovation enabling domain and focused on the development of the creative and cannabis industries in the Caribbean. He specializes in, for instance, Intellectual Property Law, Entertainment Law, and Media Law, which aligns with the value creation, patent commercialization, industry development, economic diversification, sustainable growth, and product development interests of GPL’s Innovation Enabling Practice

Dr. Goffe holds a Bachelor of Laws (LL.B.) degree from the University of the West Indies and the Legal Education Certificate (LEC) from the Norman Manley Law School in Jamaica. He also holds a Master of Laws (LL.M.) degree in Intellectual Property Law, and a Doctor of Philosophy (PhD) degree in Law from Queen Mary, University of London. Dr. Goffe’s PhD thesis focused on the protection of traditional knowledge and traditional cultural expressions in the Caribbean.

Dr. Goffe stands ready to help governments and multilateral organizations to design appropriate innovation policy frameworks that can attractive foreign direct investment, enable economic diversification and socio-economic development, and facilitate private sector innovation – especially in the creative and cannabis industries in the Caribbean, Latin America, and Africa. He is also available to assist firms in the creative and cannabis industries develop growth strategies that optimize on existing opportunities and create new ones in which they can command competitive positions.
